Description
(1764 - 1836) American politician, served under Jackson at New Orleans and later became Secretary of State (1831-1833). Important manuscript L.S. as Secretary of State, 1p. 4to., Washington, Dec. 31, 1831 to John T. Sullivan, Director of the Bank of the United States. Livingston advises: '…The President by and with the advice and consent of the Senate, having appointed you a Director of the Bank of the United States, I have the honor to inform you that your commission is this day forwarded to the President of that Bank at Philadelphia…' The skies would soon cloud for Sullivan, who would be accused of being essentially a spy working on Jackson's behalf. In its 1834 session, the 'Panic Session' of Congress, the withdrawal of federal funds from the Bank of the United States was contentiously debated. The pro-bank faction in Congress alleged that Sullivan and three others had provided Jackson with minutes of bank board meetings and other sensitive information. Twice Jackson submitted their names to the Senate for approval and twice the candidates were rejected. So heated was the debate and ensuing charges that Jackson was censured for his handling of the entire Bank of the United States affair. Inevitably, Congress failed to extend the bank's charter and now the bank's original building is nothing more than an art gallery.
