ACTING SECRETARY OF THE INTERIOR, D.C. GODDARD, SIGNED THE CERTIFICATE ON AUGUST 21 1849 ACKNOWLEDGING THE PATENT. LOT CONSISTS OF 2 SIGNED CERTIFICATES ACCOMPANIED BY 8 MANUSCRIPT PAGES SIGNED BY FINCH WHERE HE EXPLAINS ALL THE SUPPORTING DETAILS OF HIS INVENTION. (MY BRIEF READ AND LIMITED TECHNOLOGICAL BACKGROUND LEAVES ME BELIEVING FINCH HAD DESIGNED A RAILROAD TRAIN CAR WHEEL THAT WOULD BETTER ADHERE TO THE RAIL.)
