Description
From Colonel George M. Barnard, Jr. of the USS Ashuelot Yokohama Japan via San Francisco to an unknown Major. Letter concerns Barnard's visit to the newly opened treaty ports of Hoihow and Pakloi and observing people entirely unknown to foreigners who had been suffering from a flood which destroyed rice crops. The letter then speaks of a revolution which has been going on in Japan and was in full blast when he arrived there (3) months prior and would not be surprised to see the government overthrown.
