È il primo testo legislativo sul sistema educativo ufficialmente adottato durante la Rivoluzione Francese. Il decreto del 29 Frimaire è conosciuto come “Décret Bouquier”. Gilbert Bouquier aveva presentato un Rapporto e un progetto di decreto alla Convenzione il 18 Frimaire An II (8 dicembre 1793). Le sezioni I - III di questo progetto sono state adottate con qualche modifica nel Decreto del 29 Frimaire An II (19 Dicembre 1793). L’Articolo I recita: “L’enseignement est libre” Cfr.
