A partially-printed document signed "Benj. Harrison" in which the President orders to affix the seal on a pair of envelopes addressed to Czar Alexander III of Russia. Washington, D.C., dated December 10, 1889. Within, Harrison directs the Secretary of State to affix the Seal of the United States to "two (2) envelopes addressed to His Majesty Alexander III Emperor of Russia, on the marriage of the daughters of His Highness the Reigning Prince of Montenegro to the Duke of Leuchtenberg and the Grand Duke Peter Nicolaiewitch [sic] on the 16th of August and the 26th of July respectively".1p, measuring 8" x 10", Lightly toned, with expected letter folds; docketing in pencil at middle verso. Near fine. A significant diplomatic document from the Harrison administration.

On July 26, 1889, Alexander's cousin, Grand Duke Peter Nikolaevich (1864-1931), was married to Princess Milica of Montenegro (1866-1951). The next month in August, Milica's sister Anastasia (1868-1935), was married to George Maximilianovich, 6th Duke of Leuchtenberg (1852-1912). While living at the Russian Imperial Court during the reign of Nicholas II, the sisters quickly garnered a reputation as ambitious social climbers in their attempts to influence Empress Alexandra. Notably interested in the occult, they would introduce the Imperial family first to mystic Philippe Nizier-Vashod, and finally to strannik Grigori Rasputin.
