The plates decorated with radiant flowering stems around a central circle containing a coat of arms with four characters (Fu, Jian, Guang and Rao) and a rising sun, the arms of an administrative entity in southern China, the Fu Jian Guang Rao Nan Jiu Dao, comprising six cities including Fuzhou, Jianchang, Guangxin and Raozhou.
