In 1861, he was deputy imperial prosecutor in Angers. A deputy for the Seine, he was appointed prefect of Maine-et-Loire on 05.09.1870. Along with Gambetta, he was one of the founders of the radical democrat party during the Second Empire, and together they founded the newspaper "La RŽpublique Franaise".
