THOMAS F. BAYARD
(1828 - 1898) American politician from Delaware; Senator, Secretary of State. Partly printed D.S. "T.F. Bayard" as Secretary of State, 1p. folio, Mar. 25, 1885, a "Special Passport" issued to Edward J. Phelps (1822-1900), who had just been appointed U.S. Minister to Great Britain. Reads in part, "…Know Ye, that the bearer hereof, Edward J. Phelps, has been appointed Envoy Extraordinary and Minister Plenipotentiary of the United States to Great Britain and is about proceeding thither, accompanied by his suite…". When you open the integral leaf there is a huge watermark of the Seal of the United States and the phrase "E Pluribus Unum". Fine condition.
