The building was designed by Zaborovsky, an architect, military engineer and a hero of Russo-Japanese War.Naval department allotted him a land plot and gave a task. It was rather small plotthere was Zavoiko public garden from one side and Churin building from the other. The construction works started in 1910 and were finished in 1913. To avoid large- scale earthmoving, the architect designed a basement floor under the lowest corner part of the building. The entrance was made from the outer corner of angled building. The new headquarter building fell in with the surrounding environment at the crossing of the streets and its belvedere tower became a reference point in adjoining district. At present the building is occupied by Bank Primorye. Reverse Screw frigate “Svetlana” entered the navy roll on 1856. She was laid in Bordeaux (France) on 1856, launched on 1858 and put into service on 1858. Svetlana arrived in Kronstadt in 1859 and then she was on circumnavigation in 1860-1862. She based in Vladivostok in performed diplomatic missions in the Far East. The main street of Vladivostok was named after this ship.
