At the time of this order during the Russian Civil War the Soviet Revolutionary Tribunals were sentencing to death without trial thousands of soldiers and officers of the Czar's army. Trotsky was the first chairman of the Revvoyensovyet which was the supreme military authority of the Russian Soviet Federative Socialist Republic. All fronts and military organizations were under the single command of the Revvoyensoviet giving Trotsky an enormous amount of power.
