JAMES BUCHANAN, (1791-1868). Fifteenth President of the United States (1857-1861). His Indecisiveness is often cited as a significant factor contributing to the outbreak of the US Civil War.
March 16, 1857-Dated, Printed Vellum Document Signed, “James Buchanan” as President, Very Fine. Being an Ornate Military Appointment of Philip J. Miller as a Boatswain in the Navy. Also Signed by Isaac Toucey, as Secretary of the Navy. Light even overall tone, also at folds, trivial edge chips will be matted and covered when framed for display. It reads, in full:
“The President of the United States of America, To all who shall see these presents, greetings: Know ye, that reposing special Trust and Confidence in the Patriotism, Valor, Fidelity and Abilities of Philip J. Miller, I do appoint him as Boatswain in the Navy of the United States, from the 4th of June, 1856.
He is therefore carefully and diligently to discharge all the duties of a Boatswain and I do strictly charge and require all Officers, Seamen and others under his Command to be obedient to his Orders.
And he is to obey the Orders and Directions which he shall receive from the President of the United States, or his Superior Officers, according to the Rules and Discipline of the Navy. This Warrant is to continue in force during the pleasure of the President of the United States.
Given under my hand at the City of Washington, this Sixteenth day of March in the year of our Lord One Thousand Eight Hundred and Fifty-Seven and in the eighty-first year of the Independence of the United States. By the President, -- (Signed) James Buchanan.”
