Compiled by Jorge Juan and Antonio de Ulloa as a confidential report to the government of King Ferdinand VI, the Noticias remained unpublished until its appearance in this London edition of 1826. The work describes abuses of the indigenous population and corruption in the colonial government and corroborates Las Casas' account of cruelty made two centuries earlier. It is regarded as fundamental for the study of Andean colonial government and society in the first part of the eighteenth century. "These secret memoirs, in which everything concerning the manners, government, and state of defence of that portion of America which once belonged to Spain, is accurately described, are written with that truth, impartiality and good judgement which distinguished the informants. The benevolent and virtuous Las Casas has been accused of exaggeration and falsehood in his account of the cruelties of the Spaniards to the Indians, but these revelations, which have lain in the archives of Madrid for over half a century, exhibit so monstrous a system that it is difficult to realize that the revelations are true" (Sabin).
