This immense building in high neoclassical style was built for the two most important administrative organs of the Imperial Russian government, the Senate and the Synod. The former was the highest legislative and administrative power, while the later was the highest body in the Russian Orthodox Church, introduced by Peter the Great to replace the Patriarchy.
