Two 5.75 x 3.5'' cream envelopes with black trim, bearing a stamp postmarked the day of their issue, on Jacqueline Kennedy's personal stationery. The envelopes are addressed to Mr. and Mrs. Raymond A. Gallagher at their personal residence in Alexandria, Virginia. The front of the envelope displays Jacqueline Kennedy's printed signature as well as a stamp which reads "Washington D.C. 4, October 11 6 PM, 1963." Printed on the reverse is "Mrs. John F. Kennedy."

On October 11, 1963, coinciding with what would have been Eleanor Roosevelt's 79th birthday, the President's Commission on the Status of Women issued its final reports to President John F. Kennedy. The Kennedy administration proposed the President's Commission to address people who were concerned about women's rights, while avoiding alienating the Kennedy administration's labor base through support of the Equal Rights Amendment.

Eleanor Roosevelt was integral to the PCSW, serving as its chair until her death in 1962. The final report, entitled " American Women" criticized the inequalities facing the American women, acknowledged the importance of women's traditional gender roles, and stated that constitutional equality should be achieved through the equal protection of women under the 14th Amendment. The Presidential Commission on the Status of Women not only highlighted the fact that discrimination against women was a serious problem, but also led to the formation of the National Organization for Women, known for pursuing the enforcement of anti-discrimination laws.
