Victorian Repousse nail buffer. Woodside Sterling Company. Very likely part of a Victorian grooming set. I also have for sale a Repousse button hook they used for their buttoned up shoes. It almost looks like it belongs with it, but the buffer is shinier. This is a unique piece. Date: 1896-1925.
