Being an official Appointment for “John Farr Simmons, Charge d’ Affaires ad interim of the United States of America at Ottawa”. This Appointment was made so Simmons could negotiate and sign an agreement to, “provide for emergency regulation of the level of Rainy Lake and of the level of other boundary waters in the Rainy Lake watershed”. Large impressive Embossed Seal of the United Sates fully intact and affixed. Also Signed by “Cordell Hull” as Secretary of State.
