Smith was a presidential elector from Maryland in 1789 when Washington was elected President. LS "Rt. Smith," 1p, 8"x10", Washington, DC, Dec 20, 1808. To Captain David Porter in New Orleans. In full: "You will convene a Court Martial for the trial of James Neal & Peter Jealous, upon the charges stated in your letter to me of the 18th Novr. 1808..." Darkly signed. Light general toning; light folds transversing large signature; small fold separation with no paper loss; minor edge wear; else near Fine. He is no doubt addressing the famed admiral David Porter (1780-1843) then in charge of the naval forces at New Orleans (1808-10) and as commander of the USS Essex during the War of 1812 captured the first British warship HMS Alert, attaining the rank of commodore.
