The phallic double-whammy of a giant serpent coiled around the Empire State Building was Toby's most memorable contribution to the world of pre-Code horror. The cover story, Mel Keefer's "The Big Snake," is reprinted from Tales of Horror #3. The first time the story appeared, it was blurbed with a small cover vignette that failed to do justice to Keefer's iconic image. Perhaps sensing a missed opportunity, Toby's editors gave Keefer's story full-cover treatment the second time around, resulting in an eye-popping visual that George Suarez called "Every New Yorker's nightmare."
