Otho H. Williams ALS on Shipping Issue "His conduct has been irregular"
1p of a bifolium, measuring 8" x 4.5", No place, dated November 20, 1790. Signed "O.H. Williams" and addressed to Col. R. Ballard Esq. Williams appears to have some misgivings about a shipment recently received and directs Ballard to investigate. Reading in full: "Please to take the trouble of sending Mr. McCaskey to the Custom House this morning. His conduct has been irregular. The salt from on board the Schooner Hope was landed by permit granted on the settlement of duties & Estimate and perhaps Mr. J is not blameable [sic], but I wish to see him also. I will furnish you soon with some supplementary instructions to the Inspectors." With docketing on verso. Mail folds, with light toning and foxing. Minor dampstaining. Slightly rough edges. Expected soiling on verso from transmission. Boldly signed.
Otho Holland Williams (1749-1794) was a Continental Army officer in the American Revolutionary War. He participated in numerous battles throughout the war in the New York, New Jersey, and Southern theaters, eventually ending his career as a Brigadier General. After the war, Williams became an associate justice for Baltimore County as well as the first commissioner of the Port of Baltimore.
