FDR Advises to "help out the general reputation of the Navy for fairness and big-heartedness"

1p, measuring 8" x 10.5", Washington, D.C., dated April 25, 1916. Signed "Franklin D Roosevelt" and addressed to Captain G.E. Burd. Typed on Naval Department letterhead, Roosevelt gives disciplinary advice on a case involving two naval men. Reading in part: "…I do not want in any way to nullify the shop regulations or encourage similar offenses, but I do nevertheless feel that in the cases of T. P. Connelly and E. Randolph the punishment was far greater than the crime deserved…I wish you would seriously consider changing the three-day suspension in these cases to three days' leave with pay…I honestly believe that it would aid much to help out the general reputation of the Navy for fairness and big-heartedness." With an autograph note signed by Burd attached on verso, signed "GE Burd", reading "As a request of this kind from high authority is in the nature of an order, I wish you would carry out the proposed changes in the case of Connelly and Randolph…" Both with flattened mail folds, with light toning and creasing at the edges. The typed letter has a small indentation at the top from a removed paperclip. With a large and bold signature, very fine.

At the time, Roosevelt was serving as Assistant Secretary of the Navy under President Woodrow Wilson, a position he held from 1913 to 1920. With Wilson's support, Secretary Josephus Daniels and Roosevelt instituted a merit-based promotion system, along with other reforms to extend control over the departments of the Navy. Roosevelt was tasked with overseeing the Navy's civilian employees and quickly earned the respect of union leaders for his fairness in resolving disputes. During his seven years in the position, no single strike was held.
