Description
A postal cover free franked by Albert Gallatin (1761-1849), as "- Albert Gallatin" in the postage section at upper right. Encapsulated and PSA/DNA certified and graded NM 7. Postmarked from "Washington City" on September 14, [n.y.], probably ca. 1801-1804. Stamped "FREE." Secretarially inscribed as "Department of State" in the postage section, and with the name of the addressee as "William Irwin [sic] Esqr. / Superintendant [sic] of Military / Stores / Philadelphia." Expected wear including folds and isolated loss verso corresponding to a wax seal no longer present. Else very good to near fine. The cover measures 5.125" x 3.125" The slab measures 7.125" x 4.25."
Gallatin, a Swiss immigrant, was one of the most important figures in early-nineteenth-century American politics. His adept understanding of finance propelled him into the executive cabinet: Gallatin served as Secretary of the Treasury between 1801 and 1814 during the Jefferson and Madison administrations. Gallatin then served as U.S. Minister to France during the tumultuous period of the Bourbon Restoration.
Gallatin's clerk misspelled the name on the postal cover; it should have been addressed to William Irvine (1741-1804), Superintendent of Military Stores at the Philadelphia Arsenal from 1801-1804. Born in Ireland, Irvine emigrated to Pennsylvania where he practiced medicine. He soon become involved in colonial politics and the military, attaining the rank of Brigadier General in the Continental Army during the Revolutionary War. Irvine was appointed Superintendent of Military Store at the Philadelphia Arsenal by President Thomas Jefferson.
