Academic translation of the name on painting: En Lin
Academic research found that this was a Chinese artist who worked for the Japanese colonization in Manchuria. He quit his job in 1937.

Translation:
”On New Years morning, the sun rises over the mountains;
The sunlight is bright red;
Thousands and tens of thousands of mountains are on fire;
As the sun climbs high in the sky,
It drives away many stars and the waning moon.”
