WILLING was a Philadelphia merchant, trader, TWICE Mayor of Philadelphia,(1749-1754) AND CO-DEVELOPED WILLINGTON, DELAWARE N/K/A WILMINGTON. His wife's grandfather, Edward Shippen, and his eldest son, Thomas Willing, also served as mayors of Philadelphia. Thomas was also a Delegate to the Continental Congress from Pennsylvania. His son James Willing was a representative of the American Continental Congress and led a military expedition during the American War of Independence known as the Willing Expedition.
