March 1900.The theme of Baker's article was that Black men in general had an "erotic tendency" to "commit rape upon white women" and that this "very present evil" was the "terror..of every white woman's heart." (He makes no mention of the frequent lynching of Black men accused of the time.) Dr. Baker came from a wealthy family which had owned an antebellum slave plantation, though he himself, born a year after the Civil War, was not technically a former slave owner. A 1918 obituary mentions that several Negroes, possibly ex-slaves of his father, also a Doctor, were dutifully present at the graveside internment of the son, who had charitably served as house physician of the city Jail and Alms House.
