Includes news on the James Island campaign in South Carolina, a great victory in Arkansas, more. The July 25th issue has an article entitled "The Negro Scarecrow," which ends as follows: "The people are beginning to realize that to free the negroes of rebels... is a very small matter over which they should not hesitate. If Rebels wish their slave property protected, let them lay down their arms. If they do not... they have no reason to complain if we refuse to protect it for them."
