Three rare Civil War General Orders volumes for the years 1862, 1863, and 1864, which includes the preliminary Emancipation Proclamation, General Orders No. 139. Washington, D.C.: Government Printing Office, 1863 and 1865; St. Louis: R.P. Studley & Co., 1864. Twelvemos. The three books once belonged to John G. Haskell, A.Q.M., Chief Quartermaster and contain the General Orders for the year 1862, July-December only for the year 1863, and for the year 1864.
Pencil notations have been made on the front free end pages and on further internal pages. Varying degrees of toning and staining to pages. Covers have expected wear from use, with rubbing and bumping to the corners. Wear and scratching to the covers, particularly at the spines. Overall very good.

The first volume contains a Proclamation by President Lincoln, General Order No. 139, dated Sept 24, 1862, in which Lincoln declares his intent to free the slaves: "That on the first day of January, in the year of our Lord one thousand eight hundred and sixty-three, all persons held as slaves within any State or designated part of a State, the people whereof shall then be in rebellion against the United States, shall be then, thenceforward, and forever free?"

The three volumes also contain the Acts of Congress on many other subjects including pay, discharge, recruitment, handling of troops, etc. An excellent reference source for the Civil War collector.

John Gideon Haskell (1832-1907) was a resident of Kansas and joined the Union Army when the war broke out. He enlisted with the 14th Kansas Volunteer Cavalry Regiment and later served as Assistant Quartermaster General of Kansas, as quartermaster of the Third Kansas and the Tenth Kansas Volunteers, as Captain and Assistant Quartermaster on the staff of General James G. Blunt, and as Chief Quartermaster of the Army of the Frontier. After the war, Haskell was named official state architect and worked on the state house, the capitol, the State University, and more.
