Engraved on vellum, top of the sheet scallop cut, seal within plate mark at lower left. About 15" x 11 1/4" at edge of sheet. Sight condition near fine save for 2 tiny adhesive bits near corners of verso. Not examined out of glass. Printed text, with secretarial notations within the blanks denoted by single quotation marks: “By the President of the United States of America/ Suffer the ‘Ship Neptune of Portsmouth Arthur Walden~’ master or commander of the burthen of ‘Three hundred thirty seven & 61/95 tons’ or thereabouts mounted with ‘No’ guns navigated with “ 'Fourteen-‘ men/ To Pass with her Company Passengers Goods and Merchandize without any hinderance seizure or molestation the said ‘Ship’ appearing by good testimony to belong to one or more of the Citizens of the United States and to him or them only/ Given under my Hand and the Seal of the United States of America the ‘fourteenth’ day of ‘September,’ in the year of our lord ‘one’ thousand ‘Eight’ hundred and ‘twenty three’… State of ‘Virginia’/ District of ‘Richmond’/ Countersigned by ‘J Gibbon.’” Above seal: "Number ’75 seventy five’."
