This Day Forwarded To The Army Of The Potomac And Dept. Of Wash Va... By Order Of St. Col. William Chapman." Earliest Documents Read "To all whom it may concern: Head Quarters City Guard Provost Marshall's Office No. 61 [And No 99, Respectively] Washington March 4th, 1862, Know ye, that the bearers, Richard Carter, have permission to pass over any bridge or ferry to Virginia and within the lines for the purpose of Join 5th Wis.
