Francis Cogans “Collection of Scarce and Valuable Tracts” contains notable letters, proclamations, speeches, discourses, and treatises from 16th and 17th-century European figureheads. While most of the tracts themselves are not of significant consequence, because of their rarity, it is next to impossible to find them in any other printing. It includes holy bulls of Gregory XIII, speeches of the Duke of Buckingham, orations of Lord George Ossolinski, and, certainly most famously, speeches of King James I of England!
