Allen" deputy postmaster of New York, upper right. Countersigned by "William H. Seward" as Secretary of State, middle bottom. Dated July 16th 1861. Complete in frame with Abraham Lincoln Inaugural silk ribbon. James Spence Authentication (LOA) Included.
