Description:

France ESSAY for a Reply Letter Card comprising a letter card for the reply enclosed within the letter card for the outward message.  Both cards are printed in blue with a Sower stamp with the value blocked out, and are handstamped 'SPECIMEN".  This essay was submitted to the 1906 U.P.U. Conference in Rome as a proposal for an International Reply Paid Letter Card valid in all U.P.U. countries.  One example of the essay was presented to each delegate at the conference.  A scarce and interesting postal stationery essay.
