Official United States Navy appointment on vellum, dated July 11, 1863, appointing Arthur Price as Second Assistant Engineer in the United States Navy during the height of the Civil War. The large engraved document, measuring 13 x 15.5 inches, features an ornate patriotic design with an engraved sailing warship, American flags, a large embossed red paper seal, and the printed appointment text stating that Price is entrusted to faithfully discharge the duties of his office. The appointment bears the autograph signature of Gideon Welles, Secretary of the Navy under President Abraham Lincoln, at lower right. Welles’ signature remains legible though somewhat light, as is common with period iron gall ink.

Expected age toning, scattered light soiling, and handling wear. The embossed paper seal remains bold and intact. The autograph signature is present but lightly faded.

Gideon Welles (1802-1878) served as Secretary of the Navy throughout the Lincoln administration from 1861 to 1869. He oversaw the dramatic expansion of the United States Navy during the Civil War, transforming it from fewer than 100 vessels into one of the world’s largest naval forces. Welles directed the Union blockade of the Confederacy, supported amphibious operations along the Southern coast and inland rivers, and played a pivotal role in the development and deployment of ironclad warships.
