Eugene B. Fluckey autographed First Day Cover commemorating the Congressional Medal of Honor, postmarked June 7, 1983, in Washington, D.C. Fluckey added extensive handwritten inscriptions noting his command of USS Barb, five war patrols, official tonnage sunk, receipt of the Medal of Honor and four Navy Crosses, authorship of Thunder Below!, and that Steven Spielberg's DreamWorks acquired the film rights.

Admiral Eugene B. Fluckey (1913–2007) was a United States Navy submarine commander and Medal of Honor recipient. Commanding USS Barb during World War II, he led one of the most successful submarine combat records of the war, sinking or damaging numerous Japanese vessels and carrying out the only American ground attack on the Japanese home islands. Fluckey received the Medal of Honor for extraordinary heroism and was also awarded four Navy Crosses, making him one of the most highly decorated submarine commanders in U.S. Navy history.
