John Wolcott Phelps (1813–1885) was a United States Army officer, Civil War Brigadier General, and outspoken abolitionist. A graduate of the United States Military Academy at West Point, Phelps served for decades in the regular Army before resigning in 1859. With the outbreak of the Civil War, he returned to service and was appointed Colonel of the 1st Vermont Infantry and subsequently Brigadier General of Volunteers. While commanding Union forces near New Orleans in 1862, Phelps became an early and forceful advocate for emancipating enslaved people and organizing Black soldiers into the Union Army, putting him ahead of official federal policy at the time. His insistence on employing and arming formerly enslaved men brought him into conflict with his superiors, and he resigned his commission later that year. Phelps remains a notable figure in the early history of emancipation and the movement toward Black military service during the Civil War.
