Details:
Theodore Foster autographed handwritten letter (ALS), dated December 19, 1799, from Philadelphia, addressed to Reverend Dr. Hitchcock. Written on both sides of a single sheet, the letter discusses early American naval affairs, congressional politics, diplomatic relations with France, and the political character of President John Adams. Signed "Theodore Foster" at the conclusion.
Foster begins by discussing arrangements made through Secretary of the Navy Benjamin Stoddert for two young men seeking naval appointments. He reports that the Secretary had agreed to accommodate their wishes, potentially allowing them to serve together aboard either the USS Essex or USS George Washington. Foster further notes that President Adams and Secretary Stoddert had shown considerable kindness in considering their applications.
The letter then turns to the political atmosphere in Congress and the challenges facing the young republic. Expressing concern over growing political divisions, Foster writes:
"Our excellent President himself is not a Party Man. He always detested Party Cabals, aware of their mischievous Consequences."
Foster continues by discussing Adams's support for diplomatic negotiations with France, praising the president's independence and judgment:
"He acted firmly and independently, and I think, like a great, Wise and Judicious Statesman."
An exceptional example of early American political correspondence, written during the presidency of John Adams and the height of tensions between the Federalists and Democratic-Republicans. The letter offers a contemporary senator's perspective on Adams's leadership, the emerging United States Navy, and the political divisions shaping the federal government.
The letter measures approximately 8 x 9.5 inches. Fine condition with expected age toning, original folds, and light handling wear.
Theodore Foster (1752–1828) was an American lawyer and Federalist politician who served as one of Rhode Island's first two United States senators following the state's ratification of the Constitution in 1790. Serving in the Senate from 1790 to 1803, Foster participated in the formative years of the federal government under Presidents George Washington, John Adams, and Thomas Jefferson. A prominent figure in early Rhode Island politics, he was closely involved in the development of the nation's legislative institutions and witnessed firsthand the emergence of America's first political parties.
