Willis Van Devanter autographed typed letter (TLS), dated June 12, 1918, on official Supreme Court of the United States letterhead from Washington, D.C. Addressed to the Aviation Section of the Naval Reserve Corps, the letter recommends an individual for military service during World War I. Signed "Willis Van Devanter" in ink at the conclusion.
Writing during the final year of World War I, Van Devanter offers an enthusiastic endorsement of Frank H. Jennings of Kansas City, Kansas, who was seeking a position as an inspector of motors with the Naval Reserve Corps.
Van Devanter writes, in part:
"I beg to commend earnestly and unqualifiedly to your consideration Mr. Frank H. Jennings, of Kansas City, Kansas, who is desirous of entering the service as an inspector of motors."
He continues by describing Jennings' mechanical abilities and professional experience:
"For several years he has been actively engaged in the sale and repair of motor engines, is skillful in operating them and has such knowledge of their construction and the principles controlling their operation that he readily can operate a motor car or motor boat and quickly detect and correct the difficulties which not infrequently attend their use."
Van Devanter concludes by emphasizing Jennings' character, describing him as "a man of high moral and business integrity."
An interesting World War I-era letter connecting a sitting United States Supreme Court Justice with the rapidly expanding field of American naval aviation. During the war, the U.S. Navy greatly expanded its aviation program, creating an urgent need for technically skilled personnel capable of inspecting, maintaining, and repairing aircraft engines and related equipment.
The letter measures approximately 8 x 10 inches. Fine condition with an original horizontal mailing fold, light age toning, and minor handling wear.
Willis Van Devanter (1859–1941) was an American jurist who served as an Associate Justice of the United States Supreme Court from 1911 to 1937. Nominated by President William Howard Taft, Van Devanter served on the nation's highest court for more than 26 years, participating in numerous significant constitutional decisions during a period of profound economic, political, and social change.
Before joining the Supreme Court, Van Devanter practiced law in Wyoming Territory, served as Chief Justice of the Wyoming Territorial Supreme Court, and held several federal government positions. He was appointed to the United States Court of Appeals for the Eighth Circuit by President Theodore Roosevelt in 1903, serving until his elevation to the Supreme Court.
Van Devanter became associated with the Court's conservative bloc during the 1930s, often referred to as the "Four Horsemen," who frequently opposed New Deal legislation on constitutional grounds. He retired in 1937 during President Franklin D. Roosevelt's controversial effort to reorganize the Supreme Court.
His judicial career spanned the Progressive Era, World War I, the Great Depression, and the constitutional conflicts surrounding the New Deal.
