Details:
Joe W. Kelly autographed pair of typed letters (TLS), each signed as Major General, USAF, Director of Legislative Liaison, on official Department of the Air Force Office of the Secretary letterhead. Dated October 27, 1955, and October 30, 1956, the letters are addressed to G. Merle Johnson, Jr. of Richmond, Indiana, concerning Johnson's efforts to assist Wayne E. Phillips in obtaining a change to the character of his Air Force discharge.
The first letter explains that the Air Force Discharge Review Board had upheld Phillips' discharge but outlines the procedures by which reconsideration could be sought through the submission of new evidence. The second, written nearly one year later, acknowledges Johnson's continued inquiries, notes that the Air Force Board for the Correction of Military Records had not yet received Phillips' application, and states that no further action could be taken until such an application was filed. Kelly also politely declines Johnson's request for an autographed photograph, explaining that Air Force photographs were restricted to official purposes.
Very good condition overall with expected mailing folds, light age toning, and minor handling wear.
Joe W. Kelly (1913-1979) was a United States Air Force major general best remembered as commander of the Strategic Air Command's 8th Air Force and as one of the service's leading advocates of long-range strategic air power during the Cold War. During the 1950s he served as Director of Legislative Liaison in the Office of the Secretary of the Air Force, acting as the principal liaison between the Air Force and Congress before later assuming senior operational commands.
