Zollschuldner (d.h. Schuldner von Zoll, Einfuhrumsatzsteuer (EUSt) und andere für eingeführte Waren zu erhebende Verbrauchsteuern) ist der Käufer. Auf Wunsch des Käufers vermittelt WCA einen Dienstleister, der bei der zollrechtliche Abwicklung behilflich ist.
