Originally constructed as barracks as a key muster point and training camp for Union troops for much of the war. Known as Camp Rathbun and Camp Chemung, it was strategically located near the Erie Railroad and Northern Central Railway. It was converted into a military prison during the summer of 1864 until the end of the war. Known as "Hellmira" by its inmates, the camp held 12,000 within its first month of operation as a prison despite capacity for approximately 4,000.
