A partially printed document signed "James Buchanan" in which the President orders the affixation of the seal to a Proclamation relating to Peru. 1p, measuring 8" x 10", Washington, D.C., dated October 14, 1858. Within, Buchanan authorizes and directs the Secretary of State to affix the Seal of the United States to his "Proclamation of the Convention of 4 July 1857, respecting the 12th Article of the Treaty with Peru of 1851." Exhibits flattened folds, with creasing to lower right and left corners; light soiling and surface markings present throughout. Isolated docketing verso. Overall, very attractive.

In 1841, the United States made claims against Peru for seizing American ships, specifically whalers, in neutral waters. By 1850, relations with Peru had improved and they were again considered a friendly port, which resulted in the Treaty of 1851. This document relates to a convention held to clarify the interpretation of Article 12, concerning duty-free commerce for U.S. whaling ships in Peru's ports of entry.
