Pastore and Claiborne Pell of Rhode Island, Norris Cotton and Thomas J. McIntyre of New Hampshire, Abe Ribicoff of Connecticut, Margaret Chase Smith of Maine, and George D. Aiken of Vermont. The cover also features autopen signatures of Thomas J. Dodd and Winston Prouty, along with a secretarial signature of Edward M. Kennedy.
