William T. Cacace White House correspondence archive consisting of three original typed documents relating to an exchange with the administration of President John F. Kennedy concerning federal welfare policy and poverty relief. Included is Cacace’s two-page typed letter, on Borough of Alpine, New Jersey Police Department letterhead dated January 29, 1962, addressed to President Kennedy, expressing concern over poverty in America following NBC’s The Battle of Newburgh television program. Cacace poses a series of questions regarding federal assistance, food programs, work relief, and aid to struggling communities.
Also included is the White House’s two-page official reply dated February 22, 1962, on White House stationery, signed in blue ink by T. J. Reardon, Jr., Special Assistant to the President, acknowledging that President Kennedy had reviewed the letter and outlining the administration’s position on welfare programs, unemployment, federal assistance, and the Newburgh controversy. The response references Kennedy’s recent message to Congress on welfare reform and notes that four supporting publications were enclosed. Completing the archive is a later signed December 17, 1979, letter from retired Chief of Police William T. Cacace to President Jimmy Carter, reflecting the author’s continued civic engagement nearly two decades later.
This correspondence provides an interesting firsthand glimpse into the interaction between an American citizen and the Kennedy White House during a period when poverty, public assistance, and federal responsibility were becoming increasingly important national issues.
