Postmarked Greenbelt, Maryland, April 29, 1990, the cover bears the NASA Goddard Space Flight Center Shuttle Tracking Team cachet and commemorates the successful conclusion of STS-38, the seventh flight of Space Shuttle Atlantis. Launched on November 15, 1990, the mission was conducted for the U.S. Department of Defense, deploying a classified military payload and marking the second dedicated Department of Defense Shuttle mission following the Challenger accident.

Robert C. Springer (b. 1939) is a retired U.S. Marine Corps colonel and NASA astronaut who flew two Space Shuttle missions, contributing to satellite deployment and microgravity research.
