STS-38 commemorative cover autographed by the entire five-man crew: Richard O. Covey, Frank L. Culbertson Jr., Carl J. Meade, Robert C. Springer, and Charles D. Gemar. Postmarked Greenbelt, Maryland, April 29, 1990, the cover bears the NASA Goddard Space Flight Center Shuttle Tracking Team cachet and commemorates the successful conclusion of STS-38, the seventh flight of Space Shuttle Atlantis. Launched on November 15, 1990, the mission was conducted for the U.S. Department of Defense, deploying a classified military payload and marking the second dedicated Department of Defense Shuttle mission following the Challenger accident.

Carl J. Meade (b. 1950) is a retired U.S. Air Force colonel and NASA astronaut who flew three Space Shuttle missions, participating in both Department of Defense and scientific flights.

Robert C. Springer (b. 1939) is a retired U.S. Marine Corps colonel and NASA astronaut who flew two Space Shuttle missions, contributing to satellite deployment and microgravity research.

Charles D. Gemar (b. 1955) is a retired U.S. Army lieutenant colonel and NASA astronaut who flew three Space Shuttle missions, logging more than 580 hours in space while supporting Department of Defense and scientific objectives.
