Official 4-page congressional printing titled “Report of the Committee on Military Affairs, on the Memorial of the Legislature of the State of Kentucky, Relative to the Compensation and Pay of the Militia of That State, in the Service of the United States.” Printed in Washington by A. & G. Way in 1814 and presented before the House of Representatives on February 3, 1814. Issued during the War of 1812, the report addresses Kentucky’s request that Congress provide additional compensation for mounted militia who served under Governor Isaac Shelby during the late expedition against British and Native American forces.

The report considers Kentucky’s memorial seeking reimbursement for horses lost in service, compensation for the families of soldiers killed, and additional pay recognizing the extraordinary sacrifices of the state’s mounted volunteers. The committee affirms that cavalry and mounted militia were already entitled to the same pay, subsistence, forage, and horse allowance as regular cavalry, while also supporting legislation to compensate for horses lost in battle and to provide for the representatives of militia members who died in service. However, the committee ultimately concludes that it cannot recommend additional compensation based solely upon extraordinary military service, citing established federal policy and concerns for consistency in military compensation.

Leading thousands of Kentucky mounted volunteers, Shelby played a decisive role in the American victory at the Battle of the Thames in 1813, where British forces and their Native American allies were defeated and Shawnee leader Tecumseh was killed. Congressional reports concerning the compensation of Shelby’s volunteers document the federal government’s efforts to recognize and administer the service of one of the war’s most important militia forces.
