Peter Victor Obninsky was born in Russia and came to the US in 1920 and got a degree in architecture from Columbia Univ. in 1926. In 1931 he moved to L.A. and worked for MGM. On to S.F. in 1940 to work for the US Navy. Began painting on retirement in 1970 until he went blind. He died in 1997. This is an original of the Diablo Hills.
