Eugene B. Fluckey autographed commemorative cover honoring Franklin D. Roosevelt, canceled in Havana, Cuba, on April 12, 1947. The cover is signed and extensively inscribed by Fluckey, who added references to his service as skipper of USS Barb (SS-220), five war patrols, the Medal of Honor, and four Navy Crosses.

Eugene Bennett Fluckey (1913-2007) was a United States Navy submarine commander and Medal of Honor recipient for his service during World War II. As commanding officer of USS Barb, Fluckey led a series of highly successful war patrols in the Pacific, including attacks against Japanese shipping and coastal installations. He received the Medal of Honor and four Navy Crosses for his wartime service and later attained the rank of rear admiral.
