Partial-printed DS, 1p, 19" x 23", Washington, D.C., December 16, 1958. Document appointing "Ralph C. Hammond of Alabama… Member of the United States Study Commission on the Savannah, Altamaha, Saint Mary's, Apalachicola, Chattahoochee, and Perdido-Escambia River Basins and intervening areas…". Matted document with light toning to edges. Boldly signed by Dwight Eisenhower and countersigned by Acting Secretary of State Christian Herter. Condition is very fine. Possibly unique signature combo!

Before becoming Secretary of State in 1959, Christian Herter (1895-1966) served as Under Secretary between 1957-1959. This appointment was likely in response to Eisenhower's 1954 State of the Union Address, where he vowed to protect and improve national forests, parks, and bodies of water through various conservation initiative projects. 

Ralph C. Hammond (1916-2010) served as press secretary and speechwriter for Governor James E. Folsom Sr. (1908-1987), the populist governor of Alabama from 1947 to 1951 and from 1955 to 1959. In 1954, Hammond settled in Arab, Alabama, where he served two terms as the town's mayor (1963-1969).
