Signed by the Assistant Commissary General 'Affleck Moodie.' £25 represented half the annual salary payable to Massey as the 'Superintendent of Convicts at Port Dalrymple' On the back is written "Pay Mr Jn Sinclair on Order" and signed Thos Massey. Sinclair subsequently signed the note over to J V Taylor. An 1823 Third of Exchange for a £25 Commissariat Note issued at Hobart Town, Van Diemen’s Land (Australia). The document is made payable to Thomas Massey and bears the signature of the Hon'ble Warwick Lake, acting as Agent for the Colony of New South Wales, with the note referencing Treasury Chambers, London. Such exchange documents formed part of the early colonial financial system used to settle government accounts between the Australian colonies and Britain. The piece is presented in good Very Fine condition.

This 'Third of Exchange' was a third copy of a tri-part invoice for payment on 'Account of Public Service' that was redeemable at His Majesty's Treasury, Whitehall London. Because of the possibility that a ship could be lost, it was the normal practice for the 'First of Exchange' (the first copy) and the 'Second of Exchange' (the second copy) of a transaction to be sent separately to London on different vessels, with only the first to arrive being honoured. The 'Third of Exchange' (third copy) was kept by the issuer as a receipt of money owed. The 'First of Exchange' left Hobart Town on the 'Henry. on the 16th Nov 1826 and the 'Second of Exchange' on the 'High Crawford.'
