Nicholas Fish autographed partly printed revenue document as Supervisor of the Revenue for the District of New York, certifying that duties had been paid on one cask containing 140 gallons of spirits at 4th proof. Measuring approximately 7.5 x 3.5”, the document is completed in manuscript and signed prominently by Fish beneath the certification.
The document records payment of federal excise duties under the early revenue laws enacted during the Washington administration, part of the young nation’s first system of internal taxation. As Supervisor of the Revenue for the District of New York, Fish was responsible for administering and enforcing these duties throughout one of the country’s most important commercial regions.

Nicholas Fish (1758-1833) was an American Revolutionary War officer, close friend of Alexander Hamilton, and one of the leading Federalists of early New York. He served with distinction throughout the Revolution, eventually attaining the rank of lieutenant colonel, and was present at the British evacuation of New York in 1783. President George Washington later appointed Fish Supervisor of the Revenue for the District of New York, placing him in charge of collecting federal excise taxes under the newly established Treasury Department. He remained a prominent civic and military figure throughout his life and was the father of statesman Hamilton Fish, who would later serve as Governor of New York, United States Senator, and Secretary of State.
