Perrin was born in Grayson, Kentucky. After moving around quite a bit during his working life, he later settled in Isonville, Kentucky, where he lived until his death. He began making art at an early age, and drew for his own enjoyment. When he moved to Isonville he met Minnie Adkins, who encouraged him to show his work; as did Larry Hackley, folk art collector and private dealer. He used colored pencils to draw stylized wooded mountain landscapes. His work was included in an exhibition at the Craft and Folk Art Museum in Los Angeles, and is in the permanent collection of the Kentucky Folk Art Center.
